The subchapter begins with a definition for the term "obscene" that applies to the full subchapter, including where this bill is located.
That said, in some ways it makes things more of a mess, as the law seems like it was written to be used as a sledgehammer if/when Texas prosecutors target games/anime/manga/etc, but its largely immune to challenge thanks to the letter of the law being in line with the Miller Test.
