Yeah, like almost every other newtype in the series, and he doesn't even get to kill Xavier, Char, or Kycilia in the finale. About the only thing it confirms is that Challia has lost his reservation over kid-slaying he had in the original, but that doesn't come up as he never gets to fight against Gihren's Ples and Glemys. I guess you could say it's to mark him as ruthless, but his behavior in the second half was nowhere near as ruthless as letting a terrorist attack go through in a colony and then beaming a young teen.
