The Inquisition likely has some means of acquiring food or at least arable land/cattle. since Lumen's 2nd mod mentions they at least have resources to eat decently at their headquarters. Makes sense given it's the only real place that would have protection from sea monsters or evil trying to raze their goods, other common towns and villages let alone the entire salt flat can't be guaranteed to be defended as well.
