Frankly neoteny isn't feminine, it's inherently androgynous & desexing like old age. The full bloom of masculinity & feminity is in your adult years. That's why "childishness as womanhood" is such a handy cudgel for patriarchal cultures; it inherently suggests women should be docile, sold off at a young age & have less value every day they are alive. It's obvious propaganda if you look closely at it and no surprise it's a largely top-down imposition.
It's just abuser logic writ large. "Oh my victim? No they actually love being commanded. That's why I tell them that every day from birth & locked them into a legal contract. Yeah everyday they're of less value to me so they better work hard or I'll get a new one!"
