There's nothing stopping anyone from making their own models in VRChat, and they can be approximately one thousand times more detailed than anything in XIV. There's tools for that and they are quite easy to access and get into. VRChat is definitely a game, and a game that doesn't try to mask itself as an mmo with layers of content that nobody does or cares about, because the majority of the playerbase just needs a social output.
