Upgrading actions past 3 actions is a trap in 90% of games. If you go 2nd/3rd, literally just block the actions path with your merchant and reap an 3 psuedo-actions for free when they bump you. I won a 5p game last night with 1 action upgrade, 1 book upgrade, and only white privilege. The trick to play Hansa is exploiting what everyone else wants to do, not forcing upgrades.
