Kujikawa Rise is not homophobic, the writing of Persona games are homophobic up to Persona 5 (vanilla). They will change these lines not because the character itself is homophobic, but because they realized this kind of writing is not funny anymore.
Some persona characters are ruined for gags and fanservice, specially in 4 where these kinda of jokes and fanservice reached their peak at the time.
Claiming Risechii is homophobic is shifting away the blame towards a fictional character that cannot think nor say anything without a writer doing that for her. The writers are to blame, it doesn't make sense at all for this character to be these kinds of things.

As if all 4 girls in the cast don't have sex with the protagonist and as if men don't talk about having sex with these characters on a daily basis, she is merely a reflection of the own average playerbase to these kind of games, she makes these comments because the average player that likes her will smile and that's the point of why she says these kinds of things.
