There are angels who are warriors and fight the demons on Earth. You can call them guardians. Maybe one day I will do this too.
But there aren't angels looking after every drunk idiot. If there would be, they would do a bad job, as a lot of accidents and crimes happen every day.
In special cases heaven can send "security" for speciffic people, but that doesn't happen often.
