I agree, you can see this just by the fact that in moscovy there's no innovation when in comes to civilian / consumer market. Everything is copied from already existing western ideas. Same was with (((soviet union))).
The only thing they are trying hard at (to the extent their mongol brains allow it) is military tech. Which as you said is just a tool to further their goals.
