Well I doubt an 8 year old knows how to manage Youtube comment settings. I would take that as a sign that someone is controlling them besides her. I have two sons, one is 8. He's smart, but not smart enough to understand how that shit works, or why someone would want them off.
In my eyes, that means someone controls her account. Perhaps she takes videos, tells her parents, and they edit, post, and dictate what privacy is allowed. That would be my first guess. There's definitely manipulation at play in my opinion.
