Eh some characters have been nerfed some buffed in that regard, Nina has never been dressed so slutty as she has in 8. Almost her whole upper region is bare skin for example.
But yea the previous games had some really cool outfits:
Lili's wedding dress and pants+corset
Asuka's ceremonial dress
Anna's red Qipao and her usual short skirt/shorts + whatever else she throws on top and so on..
