it's pretty simple
those who are afraid of doing something illegal in their lives (i.e. violent rioting and killing politishits) will take the "wisdom" of the post-war people that you're supposed to express yourself through voting, once every 4 years only because that's how much the state respects you.
They still cannot fathom just going to Berlin to torch every single of their homes. Only when the hunger comes will they understand.
