Because at some point between Phyllis' one-shot manga and the game Nobeta died and had to be resurrected, but her body got stolen by the Church and was put to use for long enough that the husk developed its own personality (Nonota). Nobeta meanwhile was a spooky ghost haunting Nonota and Phyllis was looking everywhere to track her down and guide her to the Throne so they can shove Nobeta's soul into Nonota's body and kick Nonota out of it.
It's hard to tell if witches themselves age, but they're the perfect weapons and Tania's kingdom getting destroyed happened a couple decades ago, IIRC.
