On November 17, 2008, former United States National Security Advisor, Zbigniew Brzezinski, spoke at the headquarters of the Royal Institute of International Affairs, also known as Chatham House. He stated that in the past, it was easier for governments to control their people through psychological manipulation rather than direct violence. However, he contended that in the modern day (likely due to the advancement and sophistication of modern military armaments), it is far easier for governments to kill off large swaths of their own population rather than attempt to placate their needs.

Along with David Rockefeller, Zbigniew Brzezinski was one of the original founders of the Trilateral Commission in 1973. Brzezinski was a member of the Council on Foreign Relations, having served on its board of directors, and also attended meetings of the Bilderberg Group.
