That said, there is a small chance there may be some technicality bullshit going on about 'the number of foreigners at Isegahama' and the NSK doesn't want to let him debut before they determine whether or not Seihakuhou counts as Isegahama's foreigner. He shouldn't, because that's not how it's worked in the past, but this is a unique case.
