I did a fresh install test using the GOG version, could only get it working when putting and using everything in the System64 folder. That also included Return to Na Pali so I'm pretty sure that >>11841742 is right. There's also a version of Return to Na Pali Ultimate that works with the mod.

It's all fun until you get into a stressful shootout with another eightballer that fucked your shit up. Snipers/ASMD Skaarj troopers can also be what-in-the-goddamn horrifying but there's an option to give some of them less "OP" weapons.
