Presumably because the plan needed a gestation period of 20-30 years in order to normalize porn and get people so addicted that they will go along with ID verification without asking any questions, as long as they get to cooooooooom
And to wait for older people, who opposed porn and its normalization, to die and/or become irrelevant, and the people who grew up surrounded by it to become the majority demographic
