Super-heroes can work in any timeframe provided that the author remembers that super-hero fiction is equal parts a gunslinger story (cowboys defending the west from evil), a fairy tale (knights saving people), and an adventure (people going to places and doing cool things). As long as you keep these elements alive and evoke the tone, creative influences, and emotions of the source material, you can do anything you want with Superman and Batman or The Shadow or Hulk.

Hellsing may not be literally close to The Shadow or The Spider, but it's the damnest best adaptation of the pulps in spirit.
