This is why it happened, and it’s not their fault when the owner/government signed off on it during review.
Not sure why they’re blaming the engineers, they were given specifications within the constraints of the land, or the contractor who built it, since they have to obey the design.
This is 100% the governments fault.
They were probably hoping a change order would resolve this issue before construction began.
