Chapter 13 is the latest chapter released, so the game expects an endgame squad at this point. However, this guy's mechanics are still pretty simple. Most people just have trouble clearing the spawns so his DR goes away.
Regarding his AoE nuke, just deploy out of his range. Barriers also work and he's susceptible to freeze which can interrupt him.
For his ranged blasts, just move out of the way or put down bait like a bard.
For killing his spawns, Swordmasters or Monks have the burst to do it quickly. The major issue is map reach as they spawn all over the place.
Regarding the boss itself, you just need good DPS. The boss can be blocked and it's only his ranged blasts that are oneshots. Don't block him right next to your DPS pile.
