They are all on /fog/ which is a shitshow because of the arguing, and FNV fans turn every honest discussion into a shitshow or the thread dies. I have honestly tried for years to start threads/productive discussions on 4/76/3 and it does not work because /v/ hates them and calls it marketing. Meanwhile this isn't the case outside /v/, hell even on other boards there's bethesda fans here and there.
to answer your topic, literally the easiest one is the memes on Preston Garvey. The Tenpenny Tower memes, people generally like Curieposting/Caitposting, there's others. A lot of people hate Amata for what she does at the end of Trouble on the Homefront and it's a thing to hate on her. Before NV the advice animals memes for Fallout 3 had vault boy and "I like your clothes, mind if I kill you?" stuff characteristic of that time. The anon who was obsessed with Bumble. They aren't 'as' good or memorable as NV memes because Bethesda writing just doesn't often evoke the same feeling.
