The main story already had full voice acting and that's also half the length of metaphor and a quarter the length of P5. And this is because script changes aren't constantly happening in development for a remake of a 20 year old game either. There's always a few non-voiced lines in the main story in every new Atlus release where the story is more than a few sentences, even P4 which was also a much shorter game had them.

They didn't fully voice the brand new post miniboss lines, any of the existing dorm chatter that was there from previous versions of the game, the tartarus rescue lines, any NPC dialogue, giant hand chase, great clock and Fuuka's gimped menu are all unvoiced, Door talks far less than Joker and Will in gameplay, compared to P5R they scaled back massively on unique voice clips for DLC Personas of which Reload had seventy million. They probably also wouldn't have fully voiced the dates you can take the girls on, if the game had any.
