Things like bureaucracy don't work on browns, they're too stupid to care.
If you tell them they have to fill out forms and mail them and then they will be reviewed within 6 months to see if they are eligible for housing, they will just stare at you with those soulless brown and yellow eyes and drool and they won't move until you literally point at the door and start shouting.
They can always out-stupid you and they don't mind spending hours or even days inside of a government building for you to fix their shit. Their weapon isn't words it's their sheer existences, just by being somewhere and in large numbers they cause huge problems for everyone.
