No this is false. Some outfits are permanent and have a limited time discount. Other outfits are time limited and are only available to purchase occasionally then they go away. These outfits can also be discounted.
Look at pic related. Both of these outfits are time limited and go away at the end of the timer. It's clearly not a discount because as you can see they are not discounted. They are both full price, so the timer is not a discount it's their availability.
