acid denatures proteins in meat, so does applying heat to it which is why and how humans started to cook things for easier digestion and getting more from the meat, so you can say the acid cooks the meat
now is that meat prepared for consumption? probably not for a few reasons, it's more like the sort of cooking you do as part of a process as it doesn't really lead to a desirable final product in the same way that putting chicken on a pan for 1min and then eating it instead of putting it into the oven afterwards
