Ok just replayed this scene to refresh my memory and this is a total misread.

Toriel clearly remembers Susie, she's pleased when Susie says she remembers her. Also you're trying to make out that Toriel is judging Susie's delinquent behaviour when it's all a build up to a chalk-eating joke.
