Because the point of them is to impose dread. To do that while keeping a good game is hard. That is hard.

Most devs know two approaches
>Survival-based game. You can fight back, but only so often, because you have many resources to manage. Combat is possible, and rewarding, but undesireable
>Chaseslop. You can't fight back, so you just run away until a scripted cutscene beats the boss for you.
In chaseslop, your escape options are limited. You can't do cool platforming, you don't have any resources, you just hold forward in what's essentially an autoscroller that kills you if you're imperfect.

These are the two big restraints on the horror game genre. The mascot horror dressing is a fad, but we don't have any devs trying to escape or even challenge the restraints of the above
