I'm not sure why he likes Loona specifically but he basically owns her, giving him the control he craves.
In the Seeing Stars flashback he rejects the first group of hounds for being sad but Loona is sad, too. He rejects the second hound for being ugly but says he wants something "family friendly". I love Loona but I wouldn't call her family friendly.
In the Pilot (not canon, don't care) he never calls her his daughter and I couldn't tell if they were going to go in more of a corrupt boss/sleazy secretary route with them.
