It needed correcting, which is why when they reanimated that scene for the TV anime, they changed it to Goku being in base form. They knew it was a fuck-up, just like how in the movie Shenron could only grant a single wish, and how Buu and Gotenks never even got a mention.
Super was shit, but it fixed all the mistakes in Resurrection F.
