I don't know what the hacking scene is like because I never hacked any of my handhelds but if you are choosing between the two I'd say 3ds if you are wanting to get into teh ds and 3ds catalog of games but if you aren't and want something more powerful with some games like GTA 3 or PSP titles then get the vita. 3DS is the best handheld experience I've ever had but playing Sly cooper and Ratchet and clank on the go is also amazing.
