That's the power of convenience. Most people choose the path of least resistance (something around 80%). The Architect from Matrix Reloaded talks about this when speaking to Neo. Most will accept the system, but giving people choice also controls the rebels (which is us btw). The system does not care about the rebels, providing they have sufficient control over the sheeple. The system is around 3,000 years old, and has become exceedingly good at maintaining its grip. The freedom of the internet reset the board, but for the system it is simply just another blip due to a new paradigm coming onto the scene.
