If Demogorgon was blocking the Network, we'd see more of a reaction to it afterwards when EVE and Lily meet up with the people of Xion after Raven's rampage. In particular, D1G-g2r would mention it because his whole thing when you first meet him is trying to connect to the Network so he could ask Mother Sphere why he was sentient.
As far as Providence goes, EVE and Lily may have been outside of the planet/block as they are kind of outside of the planet. Although I'm not sure where exactly a planet ends. But that's fair point to bring up.

Okay, I think see where the idea of testing EVE to see if she's a worthy successor to humanity comes from.
