The whole controversy is orchestrated to put pressure on the foreign leaders involved. The whole reason Epstein collected the information was for US intelligence agencies to funnel to the White House to apply pressure. Releasing the list is showing all your cards without getting any gain.

The only other plausible theory is that the biggest donors to both parties (banks and finance bros) are involved.
