No. First, Odyssey is shit (don't listen to the honeymooners) and definitely not worth giving up raiders who actually flank you for. Second, you can pirate every DLC and use them with an official copy, if having to use SteamCMD to download mods instead of the workshop is too much work for you. Even fi you are against piracy, try before you buy?
You shouldn't NEED a modlist, if there is a problem that sticks out to you fix that and you should be good. I can't tell you what the best mods are, I assume that comes down to personal taste, epecially since people play this game in completely different ways since the base game is so shit at doing anything.
Anyway... the mods *I* would stop playing the game with-out (or with-out some alternative) are:
Combat Extended
Combat AI 5000 (This one you'll need to play on 1.4 or 1.5 for)
Silent Raids AND All Silent Raids Patch
Character Editor
LWM Deep Storage
AB's Head Appeal Tweaker (and performance mods, but you shouldn't need those until you have over 100 mods and your colonies last 10 years).
Mods I recommend immensely are:
RimJobWorld
Armor rack
Dub's Bad Hygiene
Psycology
Rimsenal
At least two large hair and clothing packs
Cherry Picker
Floors are (almost) worthless
