I can think of a few villains who simply aren't all that bright and lust for power without considering the responsibility of it.

Really funny how Moro is one of the few villains that actually get on Beerus's radar and he just lets them live, even when threatening Earth, the land of treats. Like he goes "oh whatever Goku will just Goku it" and it works because Goku is the protagonist who is supposed to face great trials and triumph, but wow, he REALLY doesn't do his job.
