If you pay attention through the manga there's a lot of times Phossu gets close to another gem often with romantic undertones and they all end up horribly truncated. It's part of Phossu's tragic life which gives more meaning to the ending, this story is hyper-centered on the MC instead of giving more focus to side characters. Honestly truncated plotlines, whether you like it or not, feel really intentional in this manga. See the Admirabilis, which were also coincidentally close to Phos. It always gave me this feeling of abandonment that I think was the intention and not bad writing.
