It's not, Oda opened the arc with showing Luffy's very clear dissapproval of the pacifism and cowardice. If Luffy disapproves of something, it's usually a sign that he's right. Loki also doesn't buy into it, and no fucking way is Oda going to disrespect Dorry and Brogy's Warrior's honor and pride that kept them fighting for 100 years. In addition you had Jarul allude to this whole debate during Big Mom's flashback, with his stating that although trade over pillaging is all well and good, they MUST not forget the fact that they are warriors.

We need more information on Harald's intentions currently though, since appearantly the Holy Knights and Imu disapproves of the pacifism as well.
