there's lots of converters but i prefer to use irfanview, if not that then just download ffmpeg for complete control over quality output
something like
ffmpeg -i input.bmp -qscale:v 2 -pix_fmt yuvj420p -colorspace bt709 -color_range pc output.jpg
you can tweak a lot with ffmpeg but irfanview is quick and dirty (it gives you a quality slider on the right, just max it to 100 when exporting jpeg/jpg/etc)
