The issue here isn't so much the exchanges themselves, its more their ability to redeem the world's most widely traded stablecoin (65% market share) for actual USD on demand. USDT = an IOU.

Fun-fact: Tether's TOS explicitly gives them the right to delay redemption if they lack the funds to do so. In essence, Tether’s legal framework gives them broad and unilateral authority to refuse, delay or alter the form of redemption, even when holders expect a guaranteed 1:1 fiat conversion.
