In Jewmas, a set number of candles are lit each night: two on the first, three on the second, and so on until you reach the eighth and final night with a whopping nine candles lit. The center candle is lit first, and is then used to light all the others.
Since I've never seen nor heard of anyone placing more candles in the Hanukkiah than are meant to be lit that night, that artist likely misunderstood the tradition.
