The whole boat plot in Yakuza 6 isn’t really about the Chinese mafia or whatever, it’s mainly there to set up the Daidoji, this shady ass government backed group that starts pulling strings in the background. The boat’s just a front for their black ops shit.
They basically use the whole Onomichi secret and the boat to show that there’s a hidden layer of power running Japan — ex military, politicians, bureaucrats, all working under the radar. That’s who the Daidoji are.
And by the end of the game, when Kiryu fakes his death and disappears, it’s the Daidoji who scoop him up and force him into hiding.
