She has to be kept "weak" like Zed because of the amount of frustration her kit does.
People Q max instead of E max first, and don't play her as a support mid to late game.
They build burn items on her even though she falls off 10 minutes into the game instead of CDR and helping her fulfil that supportive play style.
Somehow people are still malding about her W when Yasuo, Gwen, Zilean, Braum, and probably a few others can deny things just as easy as Mel.
Riot also over nerfed her passive and R, so you need at least 400 million stacks to kill someone.
She's not really weak, but her players are bad.
