Yes. It's membrane (knotteplast=knotty plastic) for foundations originally, and then people started to use them for sod roofs.
It's more work, and the sod is heavy, but sod roofs are cheap if you do the work yourself and live where you have a snow load so large that the weight of the sod don't really matter.
It's super cheap.
