The only rare drop that I listed is Negi. I just cleared the town 3 times after I got your reply - on the first run I got 2 assault lances, on second run I got neither, on the third I got 2 breastplates and 1 assault lance. So yeah, they aren't guaranteed but they aren't really rare either. Also keep in mind that Negi and Assault Lance go into your weapon slot.
