Believe it or not, if you reward people for not posting celebs, they're probably never gonna post celebs. One of those weird quirks people have where they tend to do things that are gonna benefit them.

Posting celebs and getting flooded with spam while you watch the spammers get fed... not a huge benefit. Kinda makes it look like maybe posting celebs isn't such a good idea.
