Its possible but I havent seen anything made about Singed jungle in the same way that Singed bot went viral a few seasons ago
I think they just gutted his power too much, making him a subpar character in every aspect aside from when his level 3 ult is on. I can't imagine that nerfing his E %hp damage and Q ap% ratios made his jungling any easier
