The Incredible Toon Machine. Specifically, I had the floppy version (I knew there was a CD version with voice acting, but only now as I was trying to find a photo of the box art did I find out that the CD version also had FMVs which explained the story, I thought the game had no story)

Yes, got permission to call that hint line for just that one level. It was still hard to understand since it was just a pre-recorded voice trying to describe where to put each piece to fix it. I don't remember if I recorded the call so I could try to keep re-playing the hint to understand it, or if I just wrote it down very very quickly (I think I wrote it down) but after futzing around with the general directions of the hint I finally got it.
It was infuriating because the last set of levels were locked behind a password that you only get if you solve every previous level, and the password screen appears EVERY time you start the game. It was supposed to be a sort of "The more levels you solve the more the image telling you the password is revealed" thing but that was bullshit, because nothing in the image in any way hints at what the password is. It's only after you solve all the levels that a speech bubble appears with one of the words highlighted that is the password. To this day I remember the password because of that. It was "wind".

It's a puzzle game with levels, there's nothing to softlock. And it was a late-game level I was stuck at.
