I think falcom got better in Kuro 2 and Kai, new Edith districts in particular looked nice. I think the reason why sky looks worse is due to switch limitations, so they are designing it for weaker hardware in mind similar to Ys x, but i guess cel shading helps a lot to kinda hide it.
