Regular people can completely bypass the Twin Capes route. As long as you can afford it, you get on Marine ships to travel. They're constructed in a way where they can cross the "Calm Belt" without risk of death. So the only time they would feasibly require the lift is if they want to get to Paradis or the New World, in which case they'd go the spots I marked (which are both sides of the same mountain range)
