my guess is these are kids raised in a strange isolation during the infection, probably by jimmy (the kid at the beginning), where they non-stop watch kids tv shows as a form of escapism just like the movie. if your only access to jimmy savile is kids tv shows he will probably appear as a shining light of positivity
